THIS WAS THROWN OUT BY THE LOCAL AUTHORITY AND IT SUBSEQUENTLY FAILED WHEN TAKEN TO APPEAL. THE REASONS FOR REFUSAL IN 1993 STILL EXIST TODAY AND IF ANYTHING HAVE GROWN IN THEIR POTENTIAL IMPACT. 2. THE TRAFFIC SURVEY PRESENTED BY THE DEVELOPER WAS UNDERTAKEN DURING THE PEAK HOLIDAY SEASON. IT IS SIMPLY NOT A TRUE REPRESENTATION OF THE FACTS. 3. THE VALE OF GLAMORGAN HAVE PUBLICLY STATED THAT ALL NEW DEVELOPMENTS THAT WILL IMPACT ON THE TRANSPORTATION INFRASTRUCTURE MUST INCORPORATE IMPROVEMENTS TO THE HIGHWAY NETWORK. THERE IS NOTHING IN THE PLANNING APPLICATION ABOUT THE HIGHWAY/ROAD IMPROVEMENTS NECESSARY TO CATER FOR THE INCREASED TRAFFIC FLOWS THE DEVELOPMENT WOULD GENERATE.
