The proposal involves building outside the village envelope as defined by the UDP which is the relevant plan under section 38(6). Development of this kind in the countryside is contrary to local and national policy. Little weight should be attached to the LDP as it has not been examined for soundness. The development is out of scale and proportion to the historic village; a village which has little left in terms of community facilities which renders the inhabitants dependent on car transport contrary to the principle of sustainable development. The application should be rejected. The development would aggravate the congestion on the A48.
